Resident parking permit (zona ESRE) and ORA in Teruel
Teruel has a paid ORA zone, and residents of the streets named in the mayor’s resolution can get a free resident authorization (zona ESRE, 'zona naranja') for a vehicle they own.

- If you live in a regulated street and own your car, the resident card avoids paying the full ORA rate; you still need a ticket from the meters.
