First-time tarjeta sanitaria (health card) in Cantabria: at your health center
The Servicio Cántabro de Salud (SCS) says every health card procedure is done at the health center (centro de salud) assigned to your home address, where staff tell you which documents your case needs; the card is posted to your home.
