Visit a library
Bring your DNI and a photo to any municipal library; the card is valid across the Red de Lectura Pública Valenciana. The Tarjeta Ciudadana de Alicante also works for loans if you hold the library user card.

Confirmed — a foreign passport or NIE IS accepted in place of a DNI for an Alicante library card. The official poster states 'DNI, NIE o pasaporte, acompañado este último del certificado de empadronamiento' — i.e., if using a passport, you must also present a certificado de empadronamiento (or an official document such as a water/electricity/gas bill showing name and address) as proof of address. A photo is only needed for the physical card; the digital (phone) card does not require one.
An archived council news item (dated, flagged by the council’s own site as 'news older than two years') shows Francisco Liberal library listed as 'continúa cerrada por obras' (still closed for works, no reopening date given) and Juan XXIII library closed only on specific days in spring 2024 — not a current, ongoing closure.
