Low-emission zone (ZBE) in Pamplona: who may drive in

Pamplona’s zona de bajas emisiones covers the Casco Antiguo. The city says the ordinance was published in the Boletín Oficial de Navarra on 29 December 2025 and that vehicles generally need a DGT environmental label to enter, with many exemptions.

Why it matters
If you drive a car in Pamplona, its DGT environmental label can decide whether you may enter the zone, and fines apply.
