Low-emission zone (ZBE) in Vitoria-Gasteiz: who may drive in
Vitoria-Gasteiz’s zona de bajas emisiones is in force since 15 September 2025 in the Casco Medieval and part of the Ensanche. Vehicles without an environmental label may not enter; fines began on 15 December 2025.
